Why levy at all?

LEVY ?? WHY ??
I am mistaken once again. I thought we elected our Federal Government to Govern us for our benefit. That is Democracy, isn’t it?
Then why are we being confronted with a levy to restore the flood damage in Queensland? I suppose they have an economy, private enterprise, of course, which uses the infrastructure to make astronomical profits. After the infrastructure is repaired to the satisfaction of the big business enterprises there will be little or nothing given to the poor battling sods who keep all the wheels of the state turning. As is usual in catastrophies, big business will get the lion’s share of the money and poor old my ordinary citizen will get bugger all
